Government rates so kindly accorded to us while the base was
in Hong Kong. If this were allowed, I could then instruct
the Hanoi Office to telegraph the text of the telegrams
intended for Geneva to our former agents in Hong Kong (Messrs.
Jardine Matheson & Co. Ltd.), who would, in turn, transmit
the message to Geneva at privileged rates.
May I ask you to let me know as soon as possible
whether such an arrangement would be acceptable to the
Colonial Office?
